Study Tour for VPA/FLEGT in Europe

From November 3rd to 11st, 2018, under the invitation of GIZ, the Vietnamese delegation led by Mr. Pham Van Dien, Deputy General Director of the Vietnam Administration of Forestry (VNFOREST), visited to three EU’s member countries as Belgium, Netherlands, and Germany. Delegation members in the visit included leaders of varied departments of VNFOREST, leader of General Department of Vietnam Customs, and representatives of Vietnam Timber and Forest Product Association (VIFORES), Social Rural Development Center (SRD), and senior official of Internationale Zusammenarbeit (GIZ) GmbH.

The purpose of the trip is to learn from the different areas involved in the VPA/FLEGT Agreement. The delegation has been arranged to work with the European Commission, Rotterdam Port Customs, FLEGT Licensing Authority, CITES Management Authority, Bonn based Headquarter of GIZ and FSC. This visit also provided delegation an opportunity to share information with leaders of Dekker Group which has known as the Dutch’s largest wood company and listed in a list of ten largest businesses in Europe.

Meeting at the headquarters of the customs office of the Rotterdam Port, Netherlands. The port customs office is an integrated agency that including wood inspection components, receiving the FLEGT CA and CITES license.

Vietnam is highly appreciated by Germany CITES official because of early introducing electronic licenses and has a national one door system. This means that CITES licenses will be shared among Vietnamese authorities for inspection and monitoring. In Germany there is a similar system but only internally shared. A coordinated project between countries to establish a licensing interconnection system is underway.
